Can I put a header and footer on the beginning and end
of every post to a Mailman list?

Yes, just go to the list administration page labelled "Non-digest Options" and you can specify the header and footer to include in every post that goes out to the list.

However, both header and footer are invisible if HTML-formatted email is used.
